Regulatory Information Management
Services, Office of the Chief Information
Officer, invites comments on the
proposed information collection
requests as required by the Paperwork
Reduction Act of 1995.
DATES: Interested persons are invited to
submit comments on or before May 2,
2005.
SUPPLEMENTARY INFORMATION: Section
3506 of the Paperwork Reduction Act of
1995 (44 U.S.C. Chapter 35) requires
that the Office of Management and
Budget (OMB) provide interested
Federal agencies and the public an early
opportunity to comment on information
collection requests. OMB may amend or
waive the requirement for public
consultation to the extent that public
participation in the approval process
would defeat the purpose of the
information collection, violate State or
Federal law, or substantially interfere
with any agency’s ability to perform its
statutory obligations. The Leader,
Information Management Case Services
Team, Regulatory Information
Management Services, Office of the
Chief Information Officer, publishes that
notice containing proposed information
collection requests prior to submission
of these requests to OMB. Each
proposed information collection,
grouped by office, contains the
following: (1) Type of review requested,
e.g. new, revision, extension, existing or
reinstatement; (2) title; (3) summary of
the collection; (4) description of the
need for, and proposed use of, the
information; (5) respondents and
frequency of collection; and (6)
reporting and/or recordkeeping burden.
OMB invites public comment.
The Department of Education is
especially interested in public comment
addressing the following issues: (1) Is

functions of the Department; (2) will

Eligible Applicants: (a) Alaska Native
organizations;
(b) Educational entities with
experience in developing or operating
Alaska Native programs or programs of
instruction conducted in Alaska Native
languages;
(c) Cultural and community-based
organizations with experience in
developing or operating programs to
benefit Alaska Natives; and
(d) Consortia of organizations and
entities described in this paragraph.
Note: A State educational agency or local
educational agency may apply for an award
under this program only as part of a
consortium involving an Alaska Native
organization. The consortium may include
other eligible applicants.
Estimated Available Funds:
$7,300,000. Contingent upon the
availability of funds and quality of
applications, the Secretary may make
additional awards in FY 2006 from the
list of unfunded applicants from this
competition.
Estimated Range of Awards:
$315,000–$630,000.
Estimated Average Size of Awards:
$400,000.
Estimated Number of Awards: 12–22.

I. Funding Opportunity Description
Purpose of Program: The purpose of
this program is to develop and support
supplemental educational programs to
benefit Alaska Natives. Permissible
activities under this program include
the following: (1) Development and
implementation of plans, methods, and
strategies to improve the education of
Alaska Natives; (2) development of
curricula and educational programs that
address the educational needs of Alaska
Native students; (3) professional
development activities for educators; (4)
development and operation of home
instruction programs for Alaska Native
preschool children, to ensure the active
involvement of parents in their
