n. Anyone may submit a protest or a
motion to intervene in accordance with
the requirements of Rules of Practice
and Procedure, 18 CFR 385.210,
385.211, and 385.214. In determining
the appropriate action to take, the
Commission will consider all protests
filed, but only those who file a motion
to intervene in accordance with the
Commission’s Rules may become a
party to the proceeding. Any protests or
motions to intervene must be received
on or before the specified deadline date
for the particular application.
All such filings must: (1) Bear in all
capital letters the title ‘‘PROTEST’’ or
‘‘MOTION TO INTERVENE’’; (2) set
forth in the heading the name of the
applicant and the project number of the
application to which the filing
responds; (3) furnish the name, address,
and telephone number of the person
protesting or intervening; and (4)
otherwise comply with the requirements
of 18 CFR 385.2001 through 385.2005.
Agencies may obtain copies of the
application directly from the applicant.
A copy of any protest or motion to
intervene must be served upon each
representative of the applicant specified
in the particular application.

On January 12, 2005, New England
Power Pool and ISO New England, Inc.,
filed a request for a technical session so
that interested stakeholders may discuss
their concerns with Staff regarding the
establishment of Hydro Quebec
Capacity Credit values. Take notice that
a Staff technical conference on the
determination of Hydro Quebec
Interconnection Capacity Credit values
will be held for one day, on Monday
February 14, 2005, at 10 a.m. (EST), in
a room to be designated at the offices of
the Federal Energy Regulatory
Commission, 888 First Street, NE.,
Washington, DC 20426.
All interested persons are permitted
to attend. Additionally, all interested
persons who wish to monitor the
technical conference by telephone must
contact Valerie Martin, either by e-mail
at valerie.martin@ferc.gov or by
telephone at (202) 502–6139 no later
than 5 p.m. Thursday February 10,
2005, stating your name, the name of the
entity you represent, and an e-mail
address or telephone number where you
can be reached.
The technical conference telephone
number and other information will be
provided to those submitting requests to
monitor the conference, preferably by
return e-mail.

SUMMARY: In compliance with the
Paperwork Reduction Act (44 U.S.C.

that EPA is planning to submit a
continuing Information Collection
Request (ICR) to the Office of
Management and Budget (OMB). This is
a request to renew an existing approved
collection. This ICR is scheduled to
expire on August 25, 2005. Before
submitting the ICR to OMB for review
and approval, EPA is soliciting
comments on specific aspects of the
proposed information collection as
