(ATBA) in shallow areas where the risk
of grounding is present;
9. Establish, disestablish or modify
anchorage grounds; and
10. Establish a Regulated Navigation
Area (RNA) with specific vessel
operating requirements to ensure safe
navigation near shallow water.

route study, we request comments on

this document are also welcome. In
responding to a question, please explain
your reasons for each answer and follow

Comments’’ above.
1. What navigational hazards do
vessels operating in the study area face?
Please describe.
2. Are there strains on the current
vessel routing system, such as
increasing traffic density? If so, please
describe.
3. Are modifications to existing vessel
routing measures needed to address
hazards and strains and to improve
traffic management efficiency in the
study area? If so, please describe.
4. What costs and benefits are
associated with the potential study
recommendations listed above? What
measures do you think are most costeffective? What impacts, both positive
and negative, would changes to existing
routing measures or new routing
measures have on the study area?

AGENCY:
SUMMARY: EPA is proposing to approve
revisions to the Maricopa County
Environmental Services Department
portion of the Arizona State
Implementation Plan (SIP). These
revisions concern an emissions
statement rule and a negative
declaration that addresses volatile
organic compound (VOC) emissions
from Fiberglass Boat Manufacturing. We
are proposing to approve the rule and
the negative declaration to update the
Arizona SIP under the Clean Air Act as
amended in 1990 (CAA or the Act).

must arrive by March 14, 2005.

subsequent action based on this
proposed rule.
We do not plan to open a second
comment period, so anyone interested
in commenting should do so at this
time. If we do not receive adverse
comments, no further activity is

SUMMARY: On April 15, 2004, we, the
U.S. Environmental Protection Agency
(EPA) announced designations under
the 8-hour ozone National Ambient Air
Quality Standard (NAAQS). That action
designated several counties in the
Kansas City area as unclassifiable. The
counties in the Kansas City area
included in the designation were
Johnson, Linn, Miami and Wyandotte
Counties in Kansas and Cass, Clay,
Jackson and Platte Counties in Missouri.
This document proposes to redesignate

the above counties to attainment. We are
soliciting comments on this proposed

2004.
