The NRC staff recommends that, unless safety issues mandate otherwise, the action called for is the issuance of the proposed license to DCS with conditions to protect environmental values. The NRC staff in the Division of Fuel Cycle Safety and Safeguards are currently completing the safety review of DCS’ construction authorization request.
