SUMMARY: The Federal Communications
Commission, as part of its continuing
effort to reduce paperwork burden
invites the general public and other
Federal agencies to take this
opportunity to comment on the
following information collection(s), as
required by the Paperwork Reduction
Act of 1995, Public Law 104–13. An
agency may not conduct or sponsor a
collection of information unless it
displays a currently valid control
number. No person shall be subject to
any penalty for failing to comply with
a collection of information subject to the
Paperwork Reduction Act (PRA) that
does not display a valid control number.
Comments are requested concerning (a)
whether the proposed collection of
information is necessary for the proper
performance of the functions of the

regulated costs from non-regulated costs
using the attributable cost method of
cost allocation. Section 64.903(a)
requires local exchange carriers (LECs)
with annual operating revenues equal to
or above the indexed revenue threshold
as defined in 47 CFR 32.9000 to file a
cost allocation manual containing the
information specified in § 64.903(a)(1)–
(6). Section 64.903(b) requires that
carriers update their cost allocation
manuals at least annually, except that
changes to the cost apportionment table
and the description of time reporting
procedures must be filed at the time of

the FCC released the Third Order on
Reconsideration and Second Further
Notice of Proposed Rulemaking, CC

Order on Reconsideration), in which the
Commission revised and clarified
certain rules to implement section 258
of the 1996 Act. On May 23, 2003, the
Commission also released an Order (CC
Docket No. 94–129, FCC 03–116)
clarifying certain aspects of the Third
Order on Reconsideration. The rules
and requirements implementing section
258 can be found primarily at 47 CFR
part 64. The modified and revised rules
will strengthen the ability of our rules
to deter slamming, while protecting
consumers from carriers that may take
advantage of consumer confusion over
different types of telecommunications
services. This Third Order on
Reconsideration also contains a Further
Notice of Proposed Rulemaking, in
which we seek comment on rule
modification with respect to third party
