ACTION: Final rule.

SUMMARY: The Commission grants a petition for rulemaking filed by Gray 
Television Licensee, LLC, the licensee of WKYT-TV, channel 13, 
Lexington, Kentucky, requesting the substitution of channel 36 for 
channel 13 at Lexington.

DATES: This rule is effective November 4, 2009.
