Southwestern has determined that the shift in Peaking Energy Schedule Submission Time from the current 2:00 p.m. CPT to the proposed 2:30 p.m. CPT allows Southwestern's customers to best incorporate Federal hydropower in their energy resource portfolios and better align with regional energy market considerations.

The Administrator, Southwestern Power Administration (Southwestern), completed an annual review of the continuing adequacy of the existing hydroelectric power rates for the Integrated System which are in effect through September 30, 2017. This review, included within the 2017 Integrated System Power Repayment Study (PRS), indicated the need for a revenue adjustment of 0.7 percent to continue to satisfy cost recovery criteria. Because the 0.7 percent revenue adjustment is within Southwestern's established 2 percent rate adjustment threshold, the Administrator has deferred the revenue adjustment and is proposing, to the Deputy Secretary for interim approval, a two-year extension of the Integrated System Rate Schedules for the period October 1, 2017 to September 30, 2019. Southwestern's current Integrated System Rate Schedules P-13, NFTS-13A, and EE-13 are set to expire September 30, 2017.

The Administrator, Southwestern Power Administration (Southwestern), has determined that an additional Section outlining a new methodology within Southwestern's existing Integrated System Non- Federal Transmission Service (NFTS-13) Rate Schedule is necessary to better align Southwestern's rate schedule with standard practices utilized by the Southwest Power Pool, Inc. (SPP) Regional Transmission Organization. A new section 2.3.6 is proposed that establishes a procedure for determining an Annual Revenue Requirement (ARR) for customers that choose to contract for Network Integration Transmission Service (NITS) on Southwestern's transmission system pursuant to the SPP Open Access Transmission Tariff (OATT). The proposed Section 2.3.6 does not change Southwestern's NFTS ARR, as determined in its 2013 Integrated System Power Repayment Studies (2013 PRS), but rather replaces the current stated-rate for SPP NITS with a revenue-requirement based methodology that includes determining the SPP NITS ARR portion of Southwestern's NFTS ARR. Furthermore, the proposed Section 2.3.6 affects only those customers that choose to contract for SPP NITS on Southwestern's transmission system under the SPP OATT. Southwestern has determined that Section 2.3.6 will provide a more appropriate methodology for revenue recovery from NFTS customers that choose to contract for SPP NITS on Southwestern's transmission system under the SPP OATT.

The Revised 2015 Power Repayment Study indicates that the proposed Rate Schedule would increase annual revenues approximately 7.9 percent from $4,230,120 to $4,563,792 effective January 1, 2016 through September 30, 2019.

The Department of Veterans Affairs (VA) is seeking nominees to be considered for membership on the Research Advisory Committee on Gulf War Veterans' Illnesses (Committee). The Committee is authorized by Public Law 105-368, Sec. 104 (the statute), to provide advice to the Secretary of Veterans Affairs (Secretary) on the proposed research studies, plans, and strategies related to understanding and treating the health consequences of military service in the Southwest Asia theatre of operations during the 1990-1991 Gulf War. In accordance with the statute and the Committee's current charter, the majority of the membership shall consist of non-Federal employees, appointed by the Secretary from the general public, serving as Special Government Employees. The Committee provides, not later than December 1 of each year, an annual report summarizing its activities for the preceding year. The Committee reports to the Secretary through the Under Secretary for Health. The Secretary appoints Committee members for a period of 2 to 3 years. A term of service for any member may not exceed 3 years. The Secretary may reappoint members for additional terms. Self-nominations and nominations of non-Veterans will be accepted. The Secretary of VA intends to amend the scope and terms of an existing EUL that was entered into on December 27, 2011, on approximately 6 acres of land for the purpose of developing 35 units of supportive housing for Veterans. This notice provides updated details on the scope of the amended EUL. The EUL lessee will finance, design, develop, manage, maintain, and operate approximately 37 units of housing on approximately 3 acres of land for eligible homeless Veterans, or Veterans at risk of homelessness, and their families, on a priority placement basis, and provide supportive services that guide resident Veterans toward attaining long-term self-sufficiency.
