The Privacy Act of 1974, 5 U.S.C. 552(a)(e) requires that all agencies publish in the Federal Register a notice of the existence and character of their systems of records. Notice is hereby given that the Department of Veterans Affairs (VA), Office of Human Resources Management, is amending a current system of records entitled ``Individuals Serving on a Fee Basis or Without Compensation (Consultants, Attendings, and Others) Personnel Records-VA'' (14VA135). The information in this system will be used to evaluate the qualifications of physicians, dentists, nurses, and approximately 30,000 health occupation trainees, research personnel and other scientific and technical personnel appointed under 38 U.S.C. 7406, whose stipends and fringe benefits are not centrally administered under the provisions of 38 U.S.C. 7406(c). The documents maintained in this system include copies of applications, appointment letters, and other documents and papers kept in connection with these appointments. These records are maintained for a period of one year from the expiration of appointment and then destroyed.

The Department of Veterans Affairs (VA) is amending its adjudication regulations concerning presumptive service connection for medically unexplained chronic multisymptom illnesses associated with service in the Southwest Asia theater of operations for which there is no record during service. This amendment is necessary to implement a decision of the Secretary of Veterans Affairs that there is a positive association between service in Southwest Asia during certain periods and the subsequent development of functional gastrointestinal disorders (FGIDs), and to clarify that FGIDs fall within the scope of the existing presumption of service connection for medically unexplained chronic multisymptom illnesses. The intended effect of this amendment is to clarify the presumption of service connection for these illnesses based on service in the Southwest Asia theater of operations during the Persian Gulf War.

This amendment updates VA's current regulation to reflect modern medical care and ethical practices. The Secretary of VA intends to enter into an EUL of the 1889 Soldiers Home Chapel (Building 12), the 1901 Chaplain's Quarters (Building 16), and the surrounding approximately 2.5 acres at the Clement J. Zablocki VAMC in Milwaukee, Wisconsin. The selected Lessee will finance, design, develop, construct, manage, maintain, and operate the Soldiers Home Chapel and Chaplain's Quarters. As consideration for the lease, the Lessee will be required to restore the Chapel and rehabilitate the Chaplain's Quarters. Lessee will also provide referral counseling services for homeless Veterans, and set aside at least one room in the Chapel to provide counseling and outreach services for homeless Veterans. Lessee will provide priority to Veterans and their families for funerals, weddings, wedding renewals, multi-denominational and community events and presentations.

The Department of Veterans Affairs (VA) is amending its regulations to establish the Supportive Services for Veteran Families Program (SSVF Program). These amendments implement the provisions of section 604 of the Veterans' Mental Health and Other Care Improvements Act of 2008 (Act). The purpose of the SSVF Program is to provide supportive services grants to private non-profit organizations and consumer cooperatives who will coordinate or provide supportive services to very low-income veteran families who are residing in permanent housing, are homeless and scheduled to become residents of permanent housing within a specified time period, or after exiting permanent housing, are seeking other housing that is responsive to such very low-income veteran family's needs and preferences. The new SSVF Program is within the continuum of VA's homeless services programs.

Public Law 104-275 was enacted on October 9, 1996. It allows the Department of Veterans Affairs (VA) to provide a monetary allowance towards the private purchase of an outer burial receptacle for use in a VA national cemetery. Under VA regulation (38 CFR 38.629), the allowance is equal to the average cost of Government-furnished graveliners less any administrative costs to VA. The law provides a veteran's survivors with the option of selecting a Government-furnished graveliner for use in a VA national cemetery where such use is authorized. The purpose of this Notice is to notify interested parties of the average cost of Government-furnished graveliners, administrative costs that relate to processing and paying the allowance and the amount of the allowance payable for qualifying interments that occur during calendar year 2011.
