In accordance with the Paperwork Reduction Act of 1995, we are requesting comments on this collection from all interested individuals and organizations. The purpose of this Notice is to allow 30 days for public comment.

The Department of State (``Department'') is amending its regulation governing immigrant visas by removing the section which allows a consular officer to conduct an informal evaluation of the family members of an immigrant visa applicant to identify potential grounds of ineligibility. The existing regulation was promulgated in 1952, at a time when a consular officer could more readily assess a family member's potential qualification for a visa without a formal visa application. Assessing eligibility for an immigrant visa is now a more complex task and not one which can be accomplished accurately with an informal evaluation.

The Department of State is seeking applications for membership for the 2023-2025 term of the Advisory Committee on Responsible Business Conduct (the ``Committee''). The purpose of the Committee is to bring to the U.S. government a source of expertise, knowledge, and insight not available within the Department or elsewhere in the government on issues related to responsible business conduct (RBC), including business and human rights (BHR).

A meeting of the Department of State's Advisory Committee on International Law (``ACIL'') will take place on December 1, 2023, from 9 a.m. to 3:15 p.m. Acting Legal Adviser Richard C. Visek will chair the meeting, which will be open to the public up to the capacity of the meeting room. The meeting will include discussions on international law topics. These topics include: Special Tribunal for the Crime of Aggression against Ukraine; the International Law Commission's proposals on ``General Principles of Law;'' and new horizons for legal diplomacy in investment and trade, human rights, and climate change.

In accordance with the General Provisions of the Exchange Visitor Program regulations, the Assistant Secretary for Educational and Cultural Affairs (ECA), U.S. Department of State extends the waiver and modification of certain regulatory requirements with respect to a temporary educational and cultural exchange program established pursuant to an arrangement between the Government of the United States and the Government of Ukraine. Under the original arrangement for Special Student Relief, eligible Ukrainian college and university students on J-1 visas who have continuously resided in the United States since April 11, 2022, could carry lighter course loads and work full- or part- time, on or off campus until October 23, 2023. Under the modified and extended arrangement, eligible Ukrainian college and university students on J-1 visas who have continuously resided in the United States since August 16, 2023, may carry lighter course loads and work full- or part-time, on or off campus until April 19, 2025. This arrangement was established to ameliorate these students' financial and other hardships due to the Russian invasion of Ukraine.
