At the request of the permittee, the Department of State has amended the Presidential permit, originally issued in 1993, that authorizes Cameron County, Texas to construct, operate, and maintain an international bridge known as ``Veterans Bridge at Los Tomates'' near Brownsville, Texas, at the international boundary between the United States and Mexico. The amendment allows the permittee to build a second adjacent bridge, essentially identical to the existing four-lane bridge, to accommodate increasing traffic volume, to improve pedestrian safety, and to allow more efficient separation of different types of traffic as it approaches the border inspection station owned by the General Services Administration and operated by the Department of Homeland Security/Customs and Border Protection. In making its determination to amend the permit, the Department provided public notice of the proposed amendment and provided the opportunity for comment (73 FR 55586, Sept. 25, 2008) and also consulted with other Federal agencies, as required by Executive Order 11423, as amended.

The Department of State (DOS) is extending the public comment period for the Keystone XL Pipeline Project Draft Environmental Impact Statement (DEIS) until Friday, July 2, 2010. On April 20, 2010, the DOS provided Federal Register notice (75 FR 20653) of the availability of the DEIS and notice of nineteen public comment meetings to be held during three weeks in May, 2010 along the proposed pipeline route in Oklahoma, Kansas, Nebraska, Texas and Montana. That Federal Register notice also provided additional information regarding the DEIS and requested the submission of all comments by May 31, 2010. On April 30, 2010, in response to requests from several organizations, the DOS extended the public comment period until Wednesday, June 16, 2010 (75 FR 22890). As noted, the DOS is now extending the public comment period for a second time until Friday, July 2, 2010.

The Department is announcing a public meeting to provide interested members of the public the opportunity to discuss the proposed amendments to the secondary school student regulatory provisions published in the Federal Register on May 3, 2010 (see 75 FR 23196). As stated in that Notice, the Department proposes to amend existing regulations regarding the screening, selection, school enrollment, orientation, and monitoring of student participants and their placement with host families as well as the screening, selection, orientation, and monitoring of hosting families. Given the widespread interest in secondary school student exchange programs among the general public, the Department will hold this public meeting to further solicit comment and discussion on the proposed amendments to these regulations.

This is a notice of a waiver determination under Section 202(d)(4)(A)(ii) of the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003, as amended by the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (the Leadership Act). Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the objects to be included in the exhibition ``The Original Copy: Photography of Sculpture, 1839 to Today,'' imported from abroad for temporary exhibition within the United States, are of cultural significance. The objects are imported pursuant to loan agreements with the foreign owners or custodians. I also determine that the exhibition or display of the exhibit objects at The Museum of Modern Art, New York, NY, from on or about August 1, 2010, until on or about November 1, 2010, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these Determinations be published in the Federal Register.
