Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to recruit and select youth and adult participants, to provide them with three-week exchanges focused on civic education, community service, and leadership, and to support follow-on projects in their home communities. It is anticipated that exchange delegations will travel from select countries to the United States, and that U.S. exchange delegations will travel to select countries.

Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: The Youth Exchange and Study (YES) Summer Academy

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a grant for a summer academy for youth. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3), including accredited, post-secondary U.S. educational institutions, may submit proposals to provide a four-week U.S.-based Academy in July 2010 for up to 27 teenagers. Seventeen of the participants will be foreign students from multiple countries who have already been screened and selected for an exchange program in the United States. They will be joined at the Academy by 10 American teenagers selected by the U.S. grant recipient. The Academy's activities will focus on leadership development, critical thinking, communication skills, and community activism, in addition to exposure to U.S. culture and society through site visits and homestays with American families.

The Department of State is adjusting the fees in light of an independent cost of service study's (``CoSS'') findings that the U.S. Government is not fully covering its costs for providing these services under the current fee structure. The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs announces an open competition for the Indonesia-U.S. Youth Leadership Program. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals for a reciprocal exchange program between Indonesia and the United States. Applicants should plan to recruit and select between 24 and 34 youth and adult participants in Indonesia and in the United States and to provide the participants with a three-week exchange program in the partner country. The exchange activities will focus broadly on the themes of civic rights and responsibilities, leadership, respect for diversity, and community activism, and specifically on the theme of the environment. Activities will be geared toward preparing participants to conduct projects at home that serve a community need.

The Department has designated United States organizations to conduct Secondary School Student exchange programs since 1949, following passage of the United States Information and Educational Exchange Act of 1948 and adoption of 22 CFR part 62Exchange Visitor Program regulations (14 FR 4592, July 22, 1949). Over the last 60 years, more than 850,000 foreign exchange students have lived in and learned about America through these Secondary School Student programs. Educational and cultural exchanges are the cornerstone of U.S. public diplomacy and an integral component of American foreign policy. Secondary School Student exchange programs promote mutual understanding by providing foreign students the opportunity to study in American high schools while living with American host families. Not only are the students themselves positively transformed and enriched by these experiences, but so too are their families, friends, and teachers in their home countries.
