Schedules of Controlled Substances: Placement of Nine Specific Fentanyl-Related Substances in Schedule I
With the issuance of this final rule, the Drug Enforcement Administration places nine fentanyl-related substances, as identified in this final rule, including their isomers, esters, ethers, salts, and salts of isomers, esters, and ethers whenever the existence of such isomers, esters, ethers, and salts is possible, in schedule I of the Controlled Substances Act. These nine fentanyl-related substances are currently listed in schedule I pursuant to a temporary scheduling order. This action makes permanent the imposition of the regulatory controls and administrative, civil, and criminal sanctions applicable to schedule I controlled substances on persons who handle (manufacture, distribute, import, export, engage in research, conduct instructional activities or chemical analysis with, or possess), or propose to handle these nine specific fentanyl-related controlled substances.

Privacy Act of 1974; Systems of Records
Pursuant to the Privacy Act of 1974 and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the United States Department of Justice (DOJ or Department) proposes to develop a new system of records titled National Law Enforcement Accountability Database, JUSTICE/DOJ-022. The Department proposes to establish this system of records to promote new and strengthened practices in the hiring, promotion, and retention of law enforcement officers. On May 25, 2022, the President issued an Executive Order, Advancing Effective, Accountable Policing and Criminal Justice Paractices to Enhance Public Trust and Public Safety (the ``Executive Order''). Section 5 of the Executive Order directs the Attorney General to establish a National Law Enforcement Accountability Database (the ``NLEAD'') documenting instances of law enforcement officer misconduct, commendations, and awards. The Attorney General shall also ensure that the NLEAD is consistent with all applicable laws, including the Privacy Act, and respects appropriate due process protections for law enforcement officers.

Body Armor Manufacturer In-Person Workshop
The National Institute of Justice (NIJ) will hold an in-person workshop for body armor manufacturers to provide an overview of NIJ Standard 0101.07, Ballistic Resistance of Body Armor, and NIJ Standard 0123.00, Specification for NIJ Ballistic Protection Levels and Associated Test Threats. The NIJ Compliance Testing Program (CTP) will outline how it will begin to phase out use of NIJ Standard 0101.06 and phase in the use of NIJ Standard 0101.07 in the administration of the program over the next year. The impact of the transition to NIJ Standard 0101.07 on the Compliant Products List (CPL) and Follow-up Inspection Testing (FIT) of currently listed body armor models compliant with NIJ Standard 0101.06 will also be discussed.
