The fee to cover the average cost of incarceration for Federal inmates in Fiscal Year 2008 was $25,895. The average annual cost to confine an inmate in a Community Corrections Center for Fiscal Year 2008 was $23,882.

Foreign Claims Settlement Commission

Solicitation for a Cooperative Agreement-The Instructional Theory Into Practice (ITIP) Guidance Tools Project
The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a nine month project period. Work under this agreement will result in a ``tool kit'' to aid those charged with assessing the quality of lesson plans to include performance objectives, content delivery strategies, training activities, and supplemental materials. The tool kit will be framed around the Instructional Theory Into Practice model. In addition to providing assessment guidance, the tool kit will provide a brief history of the model, a description of the relevant research, a glossary, and a list of relevant references and websites.
Proposed Vehicular Digital Multimedia Evidence Recording System Standard
In an effort to obtain comments from interested parties, the U.S. Department of Justice, Office of Justice Programs, National Institute of Justice (NIJ) will make available to the general public an initial draft standard entitled, ``Vehicular Digital Multimedia Evidence Recording System Standard.'' The opportunity to provide comments on this document is open to industry technical representatives; public safety agencies and organizations; forensic video analysts; research, development and scientific communities; and all other stakeholders and interested parties. We are especially requesting input related to environmental requirements of importance to end users.
Solicitation for a Cooperative Agreement-Direct Supervision: Curriculum Development
The National Institute of Corrections (NIC), Jails Division, is seeking applications for the development of two training program curricula: one that focuses on the role of the housing-unit officer and shift supervisor in a direct supervision jail and another that focuses on the role of the administrator in a direct supervision jail. The project will be for an eighteen-month period, and will be carried out in conjunction with the NIC Jails Division. NIC Jails Division staff will direct the project and will participate in curriculum design, lesson plan development, and the creation of training-related materials.
Paroling, Recommitting, and Supervising Federal Prisoners: Prisoners Serving Sentences Under the United States and District of Columbia Codes; Correction
On June 17, 2009, the U.S. Parole Commission published an interim rule with request for comments. The effective date for the rule was inadvertently omitted from the document. This correction establishes June 17, 2009, as the effective date of the interim rule. Comments continue to be accepted until August 31, 2009. The Parole Commission also is taking this opportunity to make some technical corrections to the rule.
