The U.S. Department of Commerce (Commerce) preliminarily determines that certain producers/exporters subject to this administrative review made sales of subject merchandise at less than normal value (NV) during the period of review (POR) March 1, 2022, through February 28, 2023. We are also rescinding this administrative review, in part, with respect to 10 companies because these companies had no reviewable entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) determines that Samyoung Fitting Co., Ltd. (Samyoung), a producer/exporter subject to this administrative review, made sales of forged steel fittings at less than normal value. The period of review (POR) is December 1, 2021, through November 31, 2022.

The U.S. Department of Commerce (Commerce) preliminarily finds that countervailable subsidies were provided to producers and exporters of corrosion inhibitors from the People's Republic of China (China), during the period of review (POR) from January 1, 2022, through December 31, 2022. In addition, Commerce is rescinding the review, in part, with respect to 16 companies. Interested parties are invited to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) preliminarily finds that Pentafluoroethane (R-125) from the People's Republic of China (China) was sold in the United States at prices below normal value (NV) during the period of review (POR), August 17, 2021, through February 28, 2023. Additionally, we are rescinding this administrative review in part with respect to two companies for which all review requests were withdrawn. We invite interested parties to comment on these preliminary results of review.

The U.S. Department of Commerce (Commerce) preliminarily determines that Ningbo Zhenghai Yongding Fastener Co., Ltd. (Yongding), a producer/exporter of carbon and alloy steel threaded rod (threaded rod) from the People's Republic of China (China), received countervailable subsidies during the period of review (POR) January 1, 2022, through December 31, 2022. In addition, Commerce is rescinding this review, in part, with respect to four companies. Interested parties are invited to comment on these preliminary results.

On February 7, 2024, the Department of Commerce published in the Federal Register a notice soliciting applications for membership on the United States Investment Advisory Council (IAC or Council). The notice established a deadline date of March 20, 2024, for the transmittal of applications. This notice extends the deadline for transmittal of applications until May 15, 2024.

The U.S. Department of Commerce (Commerce) preliminarily determines that Citribel nv. (Citribel) did not sell subject merchandise in the United States at prices below normal value during the July 1, 2022, through June 30, 2023, period of review (POR). We invite interested parties to comment on these preliminary results.

The U.S. Department of Commerce (Commerce) preliminarily determines that imports of certain high carbon steel (HCS) wire that are produced in Mexico and assembled or completed into prestressed concrete steel wire strand (PC strand) in the United States are circumventing the antidumping duty (AD) order on PC strand from Mexico. As a result, all imports of certain HCS wire from Mexico will be subject to suspension of liquidation on or after July 31, 2023. Commerce is also imposing a certification requirement. We invite interested parties to comment on this preliminary determination.

The U.S. Department of Commerce (Commerce) published notice in the Federal Register of March 7, 2024, in which Commerce announced the final results of the 2021-2022 administrative review of the antidumping duty (AD) order on utility scale wind towers from the Republic of Korea. That notice did not include our final determination of no shipments, the dumping margin and the appendix listing companies not selected for individual review, and information in the "Assessment Rates" section for companies not selected for individual review. Moreover, the notice listed incorrect dates for the period of review (POR) in the "Final Results of Review" section.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of frozen warmwater shrimp (shrimp) from the Socialist Republic of Vietnam (Vietnam). The period of investigation is January 1, 2022, through December 31, 2022. Interested parties are invited to comment on this preliminary determination.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are not being provided to producers and exporters of frozen warmwater shrimp (shrimp) from Indonesia. The period of investigation (POI) is January 1, 2022, through December 31, 2022. Interested parties are invited to comment on this preliminary determination.

The U.S. Department of Commerce (Commerce) is issuing the final results of changed circumstances reviews (CCRs) of the antidumping duty (AD) and countervailing duty (CVD) orders on certain metal lockers and parts thereof (metal lockers) from the People's Republic of China (China), to revoke the orders, in part, with respect to certain metal safes.

The U.S. Department of Commerce (Commerce) is amending its preliminary affirmative determination in the less-than-fair-value (LTFV) investigation of mattresses from India to correct for significant ministerial errors. The period of investigation (POI) is July 1, 2022, through June 30, 2023.

The U.S. Department of Commerce (Commerce) is amending the final results of the administrative review of the antidumping duty order on steel propane cylinders from Thailand to correct one ministerial error. The period of review (POR) is August 1, 2021, through July 31, 2022.

The U.S. Department of Commerce (Commerce) is amending the final results of the administrative review of the antidumping duty order on certain cold-rolled steel flat products (cold-rolled steel) from the Republic of Korea (Korea) to correct a ministerial error. The period of review (POR) is September 1, 2021, through August 31, 2022.

The U.S. Department of Commerce (Commerce) has conducted a new shipper review (NSR) of Sudarshan Chemical Industries Limited (Sudarshan) regarding the antidumping duty order on carbazole violet pigment 23 from India (CVP-23). The period of review (POR) is December 1, 2021, through November 30, 2022. Based on our analysis, Commerce finds that Sudarshan did not make sales of subject merchandise at less than normal value during the POR.

On March 11, 2024, the U.S. Court of International Trade (CIT or Court) issued its final judgment in MCC Holdings dba Crane Resistoflex v. United States and ASC Engineered Solutions LLC., Court No. 18-00248, Slip Op. 24-30 (CIT March 11, 2024) (Crane Slip Op. 24- 28), sustaining the final remand results of the U.S. Department of Commerce (Commerce), pertaining to the final scope ruling on certain non-malleable cast iron pipe fittings (pipe fittings) from the People's Republic of China (China). Commerce is therefore amending its Final Scope Ruling to find that ductile iron flanges exported by MCC Holdings dba Crane Resistoflex (Crane) are not within the scope of the antidumping (AD) order on pipe fittings from China. Commerce is also notifying the public that the CIT's final judgment is not in harmony with the Final Scope Ruling.

The U.S. Department of Commerce (Commerce) published notice in the Federal Register of February 6, 2024, in which Commerce published the final results of the 2021-2022 antidumping duty administrative review of certain steel nails (nails) from Malaysia. This notice omitted the name of one non-selected respondent, RM Wire Industries Sdn., Bhd., from Appendix II (``List of Non-Selected Respondents'').

The U.S. Department of Commerce (Commerce) determines that the Government of Mexico (GOM) and the respondent companies selected for individual examination, Compa[ntilde][iacute]a Industrial Azucarera S.A. de C.V. and its affiliates and Ingenio Presidente Benito Juarez S.A. de C.V. (collectively, respondents), were in compliance with the terms of the Agreement Suspending the Countervailing Duty Investigation on Sugar from Mexico, as amended (CVD Agreement), during the period of review (POR) from January 1, 2022, through December 31, 2022. Commerce also determines that the CVD Agreement met the statutory requirements during the POR.

As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) order on tapered roller bearings (TRBs) from the People's Republic of China (China) would be likely to lead to continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of this AD order.

The U.S. Department of Commerce (Commerce) published notice in the Federal Register of March 6, 2024, in which Commerce issued the final results of the 2021-2022 administrative review of the antidumping duty order on seamless carbon and alloy steel standard, line, and pressure pipe (seamless pipe) from Ukraine. In that notice, Commerce incorrectly listed the name of the mandatory respondent in the rate table.

The U.S. Department of Commerce (Commerce) is revoking, in part, the antidumping duty and countervailing duty orders on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from the People's Republic of China (China) with respect to certain off-grid small portable crystalline silicon photovoltaic (CSPV) panels as described below.
