Notice of Intent To Prepare an Environmental Impact Statement for the Proposed Skyline Mine Little Eccles Lease by Application in Emery County and Flat Canyon Lease Modification in Sanpete County, Utah
In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the National Forest Management Act of 1976 (NFMA), and the Mineral Leasing Act of 1920, as amended (MLA), the Bureau of Land Management (BLM) Price Field Office, and U.S. Department of Agriculture Forest Service (USDA Forest Service) Manti-La Sal National Forest, as co-lead agencies, intend to prepare an Environmental Impact Statement (EIS) in response to a Lease by Application (LBA) for the Little Eccles Federal Coal Lease Tract (UTU- 92226) of 120 acres and a Lease Modification Application (LMA) to add 640 acres to the Flat Canyon Lease Tract (UTU-77114). This notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The EIS will evaluate potential impacts of leasing and underground mining of Federal coal reserves contained in both lease tracts.

The Department of the Interior (DOI or Department), through the Bureau of Land Management (BLM), is issuing this final rule to streamline the BLM's communications uses program, update its cost recovery fee schedules, and add provisions for operations, maintenance, and fire prevention plans for powerline rights-of-way (ROWs) consistent with section 512 of the Federal Land Policy and Management Act of 1976, as amended (FLPMA).
Privacy Act of 1974; System of Records
Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior (DOI) is issuing a public notice of its intent to modify the Bureau of Land Management (BLM) Privacy Act system of records, INTERIOR/LLM-37, Wild Horse & Burro Program System (WHBPS), to consolidate two systems of records, change the title to INTERIOR/BLM-37, Wild Horse and Burro Program (WHBP), and makes changes to all sections of the system of records notice (SORN) to reflect the expanded scope of the consolidated and modified system in accordance with the Office of Management and Budget (OMB) policy. This modified system will be included in DOI's inventory of record systems.
Waste Prevention, Production Subject to Royalties, and Resource Conservation
On November 30, 2022, the Department of the Interior, through the Bureau of Land Management (BLM), published in the Federal Register a proposed rule entitled "Waste Prevention, Production Subject to Royalties, and Resource Conservation." This final rule aims to reduce the waste of natural gas from venting, flaring, and leaks during oil and gas production activities on Federal and Indian leases. The final rule also ensures that, when Federal or Indian gas is wasted, the public and Indian mineral owners are compensated for that wasted gas through royalty payments. This final rule will be codified in the Code of Federal Regulations and will replace the BLM's current requirements governing venting and flaring, which are more than four decades old.

Notice of Proposed Withdrawal Extensions and Opportunity for Public Meeting for the Castle Gardens Recreation Area and White Mountain Petroglyphs Site, Wyoming
The Secretary of the Interior proposes to extend Public Land Order (PLO) No. 6578 and PLO No. 6597, each for an additional 20-year term, as requested by the Bureau of Land Management (BLM). PLO No. 6578, as extended by PLO No. 7612, withdrew 110 acres of BLM land from settlement, sale, location, or entry under the general land laws, including the United States mining laws, but not from leasing under the mineral leasing laws, to protect the recreational and aesthetic values of and the capital investments made in the Castle Garden Recreation Site in Washakie County, Wyoming. PLO No. 6597, as extended by PLO No. 7621, withdrew 20 acres of BLM land from settlement, sale, location, or entry under the general land laws, including the United States mining laws, but not from leasing under the mineral leasing laws, to protect the scientific, artistic, and educational values of the White Mountain Petroglyphs site in Sweetwater County, Wyoming. This Notice advises the public of an opportunity to comment on the two proposed withdrawal extensions and to request a public meeting for either of the proposals.
Public Land Order No. 7936; Partial Revocation of Four Secretarial Orders for the Grand Valley Reclamation Project and Opening Order; Colorado; Correction
The Bureau of Land Management published a document in the Federal Register on January 9, 2024, concerning a Public Land Order that partially revokes four withdrawals created by Secretarial Orders dated July 2, 1902, August 26, 1902, February 28, 1908, and July 25, 1908, issued pursuant to the Reclamation Act of June 17, 1902, section 3, to support the Bureau of Reclamation's Grand Valley Reclamation Project. The document's subject heading incorrectly stated the new PLO number.

Alaska Native Claims Selection
The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision replacing its August 3, 2023, decision (``original decision'') which approved lands for conveyance to The Aleut Corporation, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA). The original decision is vacated in its entirety due to an error in land status and is replaced by the new decision. The lands approved for conveyance lie entirely within the Aleutian Islands Unit of the Alaska Maritime National Wildlife Refuge.
Notice of Application for Permanent Withdrawal and Transfer of Jurisdiction, Colorado
The Department of Energy, Office of Legacy Management (DOE-LM) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior exercise authority under Title II of the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA) to permanently withdraw and transfer administrative jurisdiction over 70 acres of public lands at the Durita Mill Tailings Site in Colorado to DOE-LM. The public land and interests in the land would be withdrawn from operation of the general land laws, including the United States mining laws, the mineral and geothermal leasing laws, and the mineral materials disposal laws, subject to valid existing rights, and would be transferred to DOE-LM for long term maintenance and monitoring under a Nuclear Regulatory Commission license as part of the Durita Mill Tailings Site. This notice announces a 30-day opportunity for the public to comment on the DOE-LM application and request a public meeting.

The BLM is leading the NEPA process in partnership with the USDA Forest Service, which will sign a decision for the USDA Forest Service-managed lands based on the analysis in the EIS. The Agencies have and will continue to meaningfully engage the Bears Ears Commission in the development of the RMP and EIS, as required by Proclamation 10285.

Onshore Oil and Gas Operations and Coal Trespass-Annual Civil Penalties Inflation Adjustments
This final rule adjusts the amounts of civil monetary penalties contained in the Bureau of Land Management's (BLM) regulations governing onshore oil and gas operations and coal trespass. This final rule is required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and consistent with applicable Office of Management and Budget (OMB) guidance. The adjustments made by this final rule constitute the 2024 annual inflation adjustments and account for one year of inflation spanning the period from October 2022 through October 2023.
Notice of Realty Action: Proposed Amendment to an Existing Lease, Montana
The Bureau of Land Management (BLM) received an application from Navajo Transitional Energy Company (NTEC) to amend its existing lease pursuant to section 302 of the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, and BLM regulations. The proposed lease amendment would allow surface use only, and no mineral extractions would be allowed on the subject lands. The annual rental for this lease is $115.47 per acre, and the lease would expire on April 22, 2032, with the option of renewal. This project is located southeast of Billings, Montana.
