This final rule establishes standards for the appropriate use of lands and facilities under a lease agreement, provisions for establishment and administration of mechanisms for the acceptance of consideration for the use and benefit of a school, accountability standards to ensure ethical conduct, and provisions for monitoring the amount and terms of consideration received, the manner in which the consideration is used, and any results achieved by such use. This final rule also establishes standards to implement authority provided by Congress for BIE personnel to fundraise on behalf of Bureau-operated schools.

The Office of Indian Energy and Economic Development (IEED), through its Native American Business Development Institute (NABDI) grant, is soliciting proposals from Tribes for technical assistance funding to hire consultants to perform feasibility studies of economic development opportunities. In addition to the feasibility study, NABDI grants may fund business plans for proposed businesses or Tribal businesses recovering from the economic impacts of the COVID-19 pandemic.
