This notice announces a listening session that the Federal Chief Information Officers Council will be conducting to hear from the public on ways the federal government can take stronger steps toward improving the acquisition and implementation of accessible technology for people with disabilities. In order to better understand the needs of diverse communities, the Federal Chief Information Officers Council, in collaboration with the Chief Acquisition Officers Council, the General Services Administration Office of Governmentwide Policy, and the U.S. Access Board, will hold a virtual listening session, where participants may either call in or log onto a Web site to participate and express concerns and propose ideas.

The Architectural and Transportation Barriers Compliance Board is proposing accessibility guidelines for the design, construction, and alteration of pedestrian facilities in the public right-of-way. The guidelines ensure that sidewalks, pedestrian street crossings, pedestrian signals, and other facilities for pedestrian circulation and use constructed or altered in the public right-of-way by state and local governments are readily accessible to and usable by pedestrians with disabilities. When the guidelines are adopted, with or without additions and modifications, as accessibility standards in regulations issued by other federal agencies implementing the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and the Architectural Barriers Act, compliance with the accessibility standards is mandatory.

The Architectural and Transportation Barriers Compliance Board (Access Board) is issuing this Advance Notice of Proposed Rulemaking (ANPRM) to develop accessibility guidelines for shared use paths. Shared use paths are designed for both transportation and recreation purposes and are used by pedestrians, bicyclists, skaters, equestrians, and other users. The guidelines will include technical provisions for making newly constructed and altered shared use paths covered by the Americans with Disabilities Act of 1990 (ADA) and the Architectural Barriers Act of 1968 (ABA) accessible to persons with disabilities.

The Architectural and Transportation Barriers Compliance Board (Access Board) is proposing to revise and update its accessibility guidelines for buses, over-the-road buses, and vans. The guidelines ensure that transportation vehicles are readily accessible to and usable by individuals with disabilities. The guidelines apply to the acquisition of new, used, and remanufactured transportation vehicles, and the remanufacture of existing transportation vehicles to the extent required by regulations issued by the Department of Transportation pursuant to the Americans with Disabilities Act. The guidelines for transportation vehicles operated in fixed guideway systems (e.g., rapid rail, light rail, commuter rail, and intercity rail) will be revised and updated at a future date.

Section 4203 of the Patient Protection and Affordable Care Act (Pub. L. 111-148, 124 Stat. L. 119) amended the Rehabilitation Act of 1973 by adding Section 510 to the Rehabilitation Act. Section 510 of the Rehabilitation Act requires the Architectural and Transportation Barriers Compliance Board (Access Board), in consultation with the Food and Drug Administration, to issue accessibility standards for medical diagnostic equipment to ensure that such equipment is accessible to, and usable by, individuals with disabilities to the maximum extent possible. The Access Board will hold a public information meeting to discuss the accessibility needs of individuals with disabilities with respect to medical diagnostic equipment and existing guidance for designing accessible medical diagnostic equipment. The meeting will provide an opportunity for individuals with disabilities, health care providers, and medical diagnostic equipment manufacturers to provide information to assist the Access Board in establishing accessibility standards for medical diagnostic equipment.

The Architectural and Transportation Barriers Compliance Board (Access Board) will hold a public hearing on its refresh of accessibility criteria for information and communication technologies covered by the Rehabilitation Act (section 508) and the Telecommunications Act (section 255). The hearing will focus on a draft of updated standards and guidelines made available for public comment on March 22. As part of this rulemaking, the Board proposes to supplement its Americans with Disabilities Act Accessibility Guidelines
