Document Number: 2015-24798
Type: Notice
Date: 2015-09-30
Agency: Overseas Private Investment Corporation, Agencies and Commissions
Under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35), agencies are required to publish a Notice in the Federal Register notifying the public that the agency is modifying an existing previously approved information collection for OMB review and approval and requests public review and comment on the submission. OPIC received no comments in response to the sixty (60) day notice. The purpose of this notice is to allow an additional thirty (30) days for public comments to be submitted. Comments are being solicited on the need for the information; the accuracy of OPIC's burden estimate; the quality, practical utility, and clarity of the information to be collected; and ways to minimize reporting the burden, including automated collected techniques and uses of other forms of technology. The proposed changes to OPIC-248 clarify existing questions, incorporate sector-specific development impact questions, and eliminate ineffective questions in an effort to harmonize development impact indicators with other Development Finance Institutions (``DFIs''). OPIC is a signatory to a ``Memorandum of Understanding'' with 25 partnering DFIs to harmonize developmental impact metrics where possible. The goal of this effort is to reduce the burden on clients that seek financing from multiple DFIs and to instill best practices in the collection and the reporting on OPIC's developmental impacts. In order to minimize the reporting burden on respondents, OPIC has designed OPIC-248 as an electronic form that has multiple drop-down options, in which the respondent only responds to questions that are applicable to their investment.

In accordance with the Privacy Act of 1974, as amended, the Overseas Private Investment Corporation (OPIC) is giving notice of a proposed new system of records. This system, the Salesforce Customer Relationship Management System (``Insight'') is utilized by OPIC as a Customer Relationship Management (CRM) tool. This system, which has gained broad acceptance across federal agencies, supports OPIC in executing its federal function in providing political risk insurance products, financing through direct loans and loan guarantees, and support for private equity funding to eligible investment projects in developing countries and emerging markets. This is executed through the system's ability to facilitate OPIC's insurance, finance, and funds processes. The system generates automated workflows and seamless integration with processes such as application intake. Additionally, the Salesforce customer relationship management system supports Office of Investment Policy clearances and Portfolio Services project monitoring. This system will provide a common platform upon which to conduct key business functions across the agency, thereby gaining efficiencies, enabling integration, collaboration, transparency and establishing a single, authoritative data source.
