The NRC is issuing the final License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2007-02, ``Changes to Generic Aging Lessons Learned (GALL) Report Aging Management Program (AMP) XI.E6, ``Electrical Cable Connections Not Subject to 10 CFR 50.49 Environmental Qualification Requirements.'' LR-ISG-2007-02 revises current NRC guidance in Section XI.E6 of NUREG-1801, Revision 1, ``Generic Aging Lessons Learned (GALL) Report,'' Volume 2, dated September 2005 (GALL Report). Volume 2 of the GALL Report is available in the NRC's Agencywide Documents Access and Management System (ADAMS) under Accession No. ML052780376. The revised GALL Report Section XI.E6 recommends an AMP with a one-time inspection for electrical cable connections not subject to 10 CFR 50.49 environmental qualification requirements, instead of the periodic inspection as currently recommended in the GALL Report. The NRC staff has determined that a one-time inspection, on a representative sample basis, is adequate to ensure that either aging of metallic cable connections is not occurring and/or that an existing preventive maintenance program is effective such that a periodic inspection is not required. The Nuclear Regulatory Commission (Commission or NRC) is seeking input from the public, licensees, certificate holders, and other stakeholders on a draft technical basis for a proposed rulemaking that would revise the NRC's security requirements for the storage of spent nuclear fuel (SNF) at an Independent Spent Fuel Storage Installation (ISFSI) and the storage of SNF and/or high-level radioactive waste (HLW) at a Monitored Retrievable Storage Installation (MRS). This contemplated rulemaking would also make conforming changes to the ISFSI and MRS licensing requirements for security plans and programs. The NRC has developed a draft technical basis for this proposed rulemaking that describes the agency's overall objectives, conceptual approaches, potential solutions, integration with agency strategic goals, and related technical and regulatory clarity issues. The NRC is soliciting comments on this draft technical basis document from the public, licensees, and other stakeholders to confirm that an adequate technical basis exists to proceed with rulemaking to issue new risk-informed and performance-based security regulations for SNF and HLW storage facilities.

The NRC has prepared a draft policy statement on safety culture to include the unique aspects of nuclear safety and security, and to note expectations that the policy applies to individuals and organizations performing or overseeing NRC-regulated activities. The NRC is conducting public workshops to solicit input relating to the development of the safety culture policy statement. These workshops will be composed of panel discussions. Attendees' participation and feedback on the discussions will also be solicited during the workshops. In addition to announcing the public workshops, the other purpose of this notice is to request the names of individuals desiring to participate in the panel discussion portion of the workshops. Nominations and requests to participate in the panel discussions are requested by January 15, 2010, to allow for their consideration.

The Nuclear Regulatory Commission has issued for public comment a document entitled: ``NUREG-1921 (EPRI 1019196), EPRI/NRC-RES Fire Human Reliability Analysis Guidelines, Draft Report for Comment.''

Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a Draft Supplemental Environmental Impact Statement (SEIS) for the Moore Ranch ISR Project in Campbell County, Wyoming, Supplement to the Generic Environmental Impact Statement for In-Situ Leach Uranium Milling Facilities. By letter dated October 2, 2007, Energy Metals Corporation, a wholly-owned subsidiary of Uranium One (Uranium One), submitted an application to the NRC for a new source material license for the proposed Moore Ranch ISR Project, located in the Power River Basin in Campbell County, Wyoming. Uranium One is proposing to recover uranium from the Moore Ranch site using the in-situ leach (also know as the in-situ recovery [ISR]) process.
