Notice is hereby given that the U.S. International Trade Commission (``Commission'') has determined not to review an initial determination (``ID'') (Order No. 7) of the presiding administrative law judge (``ALJ''), finding all respondents in default. The Commission requests written submissions from the parties, interested government agencies, and other interested persons on the issues of remedy, the public interest, and bonding, under the schedule set forth below.

Notice is hereby given that the U.S. International Trade Commission has received a complaint entitled Certain Icemaking Machines and Components Thereof, DN 3687; the Commission is soliciting comments on any public interest issues raised by the complaint or complainant's filing pursuant to the Commission's Rules of Practice and Procedure.

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-692 and 731-TA-1628 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of certain pea protein from China, provided for in subheadings 3504.00.10, 3504.00.50, and 2106.10.00 of the Harmonized Tariff Schedule of the United States,\1\ that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by August 28, 2023. The Commission's views must be transmitted to Commerce within five business days thereafter, or by September 5, 2023.

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') (Order No. 26) of the presiding Administrative Law Judge (``ALJ'') terminating the enforcement proceeding based on settlement. The enforcement proceeding is terminated.

The Commission hereby gives notice of the scheduling of full reviews pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the countervailing duty orders on certain cold-drawn mechanical tubing of carbon and alloy steel (``cold-drawn mechanical tubing'') from China and India and the antidumping duty orders on cold-drawn mechanical tubing from China, Germany, India, Italy, South Korea, and Switzerland would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission has determined to exercise its authority to extend the review period by up to 90 days.

Notice is hereby given that the U.S. International Trade Commission has determined not to review three initial determinations (``IDs'') of the presiding administrative law judge (``ALJ'') that terminate the above-captioned investigation as to: (1) respondent OnePlus Technology (Shenzhen) Co., Ltd. based on settlement (Order No. 24); (2) respondents Xiaomi Corporation, Xiaomi H.K. Ltd., Xiaomi Communications Co., Ltd., and Xiaomi Inc. based on settlement (Order No. 25); and (3) the remaining respondents based on withdrawal of the complaint (Order No. 26). The investigation is terminated.

Notice is hereby given that the U.S. International Trade Commission (``Commission'') has determined not to review an initial determination (``ID'') (Order No. 7) of the presiding chief administrative law judge (``CALJ'') granting a joint motion to terminate the investigation in its entirety based upon settlement.

Following receipt on June 5, 2023, of a request from the U.S. Trade Representative (USTR), under section 332(g) of the Tariff Act of 1930, the U.S. International Trade Commission (Commission) instituted Investigation No. 332-598, Greenhouse Gas Emissions Intensities of the U.S. Steel and Aluminum Industries at the Product Level. The USTR requested that the Commission conduct an investigation and prepare a report that assesses the greenhouse gas emissions intensity of steel and aluminum products produced in the United States.

Notice is hereby given that the U.S. International Trade Commission has received a complaint entitled Certain Vaporizer Devices, Cartridges Used Therewith, and Components Thereof, DN 3685; the Commission is soliciting comments on any public interest issues raised by the complaint or complainant's filing pursuant to the Commission's Rules of Practice and Procedure.

The Commission instituted the subject five-year review on April 3, 2023 to determine whether revocation of the antidumping duty order on carton-closing staples from China would be likely to lead to continuation or recurrence of material injury. On June 22, 2023, the Department of Commerce published notice that it was revoking the order effective May 8, 2023, because no domestic interested party filed a timely notice of intent to participate. Accordingly, the subject review is terminated.

The Commission hereby gives notice that it has instituted reviews pursuant to the Tariff Act of 1930 (``the Act''), as amended, to determine whether revocation of the antidumping duty orders on low melt polyester staple fiber from South Korea and Taiwan would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.

The Commission hereby gives notice that it has instituted reviews pursuant to the Tariff Act of 1930 (``the Act''), as amended, to determine whether revocation of the antidumping and countervailing duty orders on cast iron soil pipe fittings from China would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on May 26, 2023, under section 337 of the Tariff Act of 1930, as amended, on behalf of Efficient Power Conversion Corporation of El Segundo, California. Supplements to the complaint were filed on June 14 and 15, 2023. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain semiconductor devices, and methods of manufacturing same and products containing the same by reason of the infringement of certain claims of U.S. Patent No. 8,350,294 (``the '294 patent''); U.S. Patent No. 8,404,508 (``the '508 patent''); U.S. Patent No. 9,748,347 (``the '347 patent''); and U.S. Patent No. 10,312,335 (``the '335 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') (Order No. 21) of the presiding administrative law judge (``ALJ'') granting a motion for termination of the investigation as to respondent Rough Country LLC (``Rough Country'') based on a consent order stipulation. The Commission has entered a consent order against Rough Country, the last remaining respondent in the above-referenced investigation. The investigation is terminated in its entirety.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on May 4, 2023, under section 337 of the Tariff Act of 1930, as amended, on behalf of Shoals Technologies Group, LLC of Portland, Tennessee. A supplement to the complaint was filed on May 12, 2023. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain photovoltaic connectors and components thereof by reason of infringement of certain claims of U.S. Patent No. 10,553,739 (`` '739 Patent'') and U.S. Patent No. 10,992,254 (`` '254 Patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The Commission hereby gives notice of the scheduling of the final phase of antidumping and countervailing duty investigation Nos. 701-TA-683 and 731-TA-1594-1596 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of paper file folders from China, India, and Vietnam, provided for in subheading 4820.30.00 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce (``Commerce'') to be subsidized and sold at less-than-fair-value.

Notice is hereby given that on March 31, 2023, the presiding chief administrative law judge (``CALJ'') issued a combined final initial determination (``ID'') finding a violation of section 337 and a recommended determination (``RD'') on remedy and bonding in the above- captioned investigation. The Commission has determined to review the final ID in part. The Commission also requests briefing from the parties, interested government agencies, and interested persons on the issues of remedy, the public interest, and bonding.

The Commission hereby gives notice of the scheduling of an expedited review pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty order on pure granular magnesium from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.
