The Delaware River Basin Commission (DRBC or ``Commission'') will hold a public hearing to receive comments on proposed amendments to the Commission's Water Quality Regulations, Water Code and Comprehensive Plan to update many of the Commission's stream quality objectives (also called water quality criteria) for human health and aquatic life for toxic pollutants in the Delaware Estuary (DRBC Water Quality Zones 2 through 5) and to extend application of the criteria to Delaware Bay (DRBC Water Quality Zone 6). The proposed changes will bring the Commission's criteria for toxic pollutants into conformity with current guidance published by the U.S. Environmental Protection Agency (EPA) and provide a more consistent regulatory framework for managing the tidal portion of the main stem Delaware River.

This document corrects the preamble to a proposed rule published in the Federal Register of February 19, 2010, amending the schedule of water charges. This correction clarifies that the amended rates are proposed to take effect in two stages, on January 1, 2011 and January 1, 2012, respectively, and not on January 1, 2010 and January 1, 2011 as stated in the preamble.

Because of the high level of public interest in projects within the Delaware Basin that are associated with natural gas drilling activities, the Delaware River Basin Commission (DRBC or ``Commission'') will hold a special public hearing on two projects sponsored by the Stone Energy Corporation (hereinafter, ``Stone Energy'') to support natural gas exploration and development activities within the basin. One of the two projects entails a surface water withdrawal from the West Branch Lackawaxen River in Mount Pleasant Township, Pennsylvania (Docket No. D-2009-13-1). The other concerns an existing natural gas well drilling pad site in Clinton Township, Pennsylvania (Docket No. D-2009-18-1). Both projects are located in Wayne County, Pennsylvania, within the drainage area of a portion of the main stem Delaware River that the Commission has classified as Special Protection Waters.
