Description: CNCS has been working closely with the Department of Education over the past several months to develop a strategic partnership that leverages strengths of both agencies to address one of our nation's most critical education needs, helping students in the lowest-achieving schools improve their academic outcomes. This proposed partnership will place AmeriCorps members in the nation's lowest performing schools starting at the beginning of this school year. It capitalizes on the strengths of the AmeriCorps model, placing members where they are most needed, while making additional human resources available to districts that are implementing the Department of Education's School Improvement Grants. If normal clearance procedures are followed, CNCS and the Department of Education will lose the opportunity to collaborate on these partnerships, as funds must be obligated by September 30, 2013. In addition, we want to ensure that we allow enough time for applicants to submit quality applications and for the agencies to conduct a thorough review. We are particularly interested in making grant awards in time for the Education program to be operational at the start of the school year (August/September 2013). If we begin the standard OMB clearance procedure now, we will not be able to meet this goal.

To implement the Serve America Act, the Corporation for National and Community Service (CNCS) proposed amendments to its National Service Criminal History Check regulation on July 6, 2011. This final rule adopts the proposed amendments, clarifies several requirements, and makes minor technical corrections. The amendments require CNCS grantees to conduct and document a National Service Criminal History Check that includes a fingerprint-based FBI criminal history check on individuals in covered positions who begin work, or who start service, on or after April 21, 2011, and who have recurring access to children 17 years of age or younger, to persons age 60 and older, or to individuals with disabilities. Individuals in covered positions include Senior Companions (SCP), Foster Grandparents (FGP), AmeriCorps State and National participants, and other participants, volunteers, or staff funded under a CNCS grant.

The Corporation for National and Community Service (CNCS) is inviting informal public comment from the public concerning the development and implementation of a unified training and technical assistance (TTA) strategy and disability inclusion programming for all CNCS programs. This input will be used to inform competitive processes for funding TTA as we transition from a formula-based methodology to competitive processes. The new budget environment requires a more focused and outcome- oriented strategy for TTA and disability programming. Our desired outcomes for TTA center on performance measurement and management, member/volunteer development and impact, as well as assisting programs in meeting requirements related to fiscal and program compliance. For disability inclusion, our goal is to increase the numbers of people with disabilities serving in national service programs. Stakeholder feedback on the most effective way to address these outcomes will be helpful to CNCS as we plan and prepare for this work. We will accept comments in writing, as described below, or in person at a listening session at the National Conference on Volunteering and Service in Chicago, June 19, 2012. We will also hold two conference calls before the end of the comment period (please see schedule below). Please see SUPPLEMENTARY INFORMATION for topics to consider when formulating input. CNCS will not respond individually to those providing input, but will consider comments in preparing for future competitions. The evaluation seeks to understand whether and how the SIF has met its intended goals by assessing the extent to which: (1) Outcomes for those in need have improved; (2) the evidence base has been strengthened; (3) nonprofit capacity to implement and expand programs has increased; and, (4) SIF has influenced the use of evidence, the flow of capital and the scaling of promising program models within the public, philanthropic and nonprofit sectors. The evaluation will focus on the initial group of 11 intermediaries (grantees) and 138 community nonprofits (subgrantees) funded by the SIF in 2010.
