This action is necessary to meet the requirements of the Privacy Act, 5 U.S.C. 522a(e)(4), to publish in the Federal Register notice of the existence and character of record systems maintained by the agency.

Federal Awarding Agency Regulatory Implementation of Office of Management and Budget's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
This joint interim final rule implements for all Federal award-making agencies the final guidance Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) published by the Office of Management and Budget (OMB) on December 26, 2013. This rule is necessary in order to incorporate into regulation and thus bring into effect the Uniform Guidance as required by OMB. Implementation of this guidance will reduce administrative burden and risk of waste, fraud, and abuse for the approximately $600 billion per year awarded in Federal financial assistance. The result will be more Federal dollars reprogrammed to support the mission, new entities able to compete and win awards, and ultimately a stronger framework to provide key services to American citizens and support the basic research that underpins the United States economy.
Incorporate Various Administrative Changes and Internal Policies in to the USAID Acquisition Regulation (AIDAR)
The U.S. Agency for International Development (USAID) is amending its Agency for International Development Acquisition Regulation (AIDAR) to maintain consistency with the Federal Acquisition Regulation (FAR), incorporate long-standing USAID internal policy into the regulation, remove obsolete material and make editorial amendments to better clarify the regulation.
Incorporate Various Administrative Changes and Internal Policies Into the USAID Acquisition Regulation (AIDAR)
This proposed rule is a companion document to the U.S. Agency for International Development (USAID) direct final rule (published in the ``Rules and Regulations'' section of this Federal Register), amending the Agency for International Development Acquisition Regulation (AIDAR). AIDAR is revised to maintain consistency with the Federal Acquisition Regulation (FAR) and conform the regulation to previously implemented policy. Obsolete material is removed and numerous clarifications and editorial amendments are made to better specify the regulation.
Environmental Compliance Procedures for Domestic Activities
The United States Agency for International Development (USAID) proposes a rule to establish environmental compliance procedures pursuant to the National Environmental Policy Act (NEPA). This proposed rule is applicable to all USAID activities, both program and operating expense (OE) funded, that occur within the United States, its territories and or possessions. Program funded activities that occur entirely outside of the United States, its territories and possessions undergo environmental impact assessment and compliance review under separate regulatory authority. This rule will ensure that the environmental consequences of USAID actions are considered prior to funding in accordance with NEPA.

Republic of Tunisia Loan Guarantees Issued Under the Further Continuing Appropriations Act, 2013-Standard Terms and Conditions
This regulation prescribes the procedures and standard terms and conditions applicable to loan guarantees to be issued for the benefit of the Republic of Tunisia pursuant to Title III of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2012, as applied to FY 2013 funding by section 1706(j) of the Further Continuing Appropriations Act, 2013.
