Type of Submission: Renewal of Information Collection. Purpose: The U.S. Agency for International Development (USAID) finances transactions under Commodity Import Programs and needs to assure that the transaction complies with applicable statutory and regulatory requirements. In order to assure compliance and request refunds when appropriate, information is required from host country importers, suppliers receiving USAID funds, and banks making payments for USAID. Annual Reporting Burden: Respondents: 335. Total annual responses: 2,643. Total annual hours requested: 1,042 hours.

This final rule implements the statutory requirement that all USAID programs be marked appropriately overseas as ``American Aid.'' It does so by adding a USAID regulation that requires recipients of USAID funded grants and cooperative agreements and other assistance awards with certain Presumptive Exceptions and subject to a waiver if warranted by specific conditions in the cooperating countryto mark programs, projects, activities, public communications, and commodities with the USAID Standard Graphic Identity (USAID Identity, defined below.

The agencies listed in this document are amending the Federal Policy for the Protection of Human Subjects, which was published in the Federal Register on June 18, 1991, to change all references to the Office for Protection from Research Risks (OPRR) to the Office for Human Research Protections (OHRP); revise the footnote found at the end of Sec. .101(i) by deleting references to research involving fetuses, pregnant women, or human in vitro fertilization and subpart B of 45 CFR part 46; and update the Control Number for the approval by the Office of Management and Budget (OMB) of the information collection requirements of this Federal Policy.

USAID is revising Part 203 in its entirety to clarify the purposes of Registration and to emphasize that organizations must be private and voluntary in nature in order to be registered.

This document amends Delegation of Authority No. 14-01, FR Doc. 99-15426, dated May 28, 1999, by realigning the order in which Assistant Inspectors General will act for the line of succession to serve as Acting Inspector General.
