Qualifying Venture Capital Funds Inflation Adjustment
To implement the requirements of the Economic Growth, Regulatory Relief, and Consumer Protection Act of 2018 (``EGRRCPA''), the Securities and Exchange Commission (``Commission'') is proposing a rule that would adjust for inflation the dollar threshold used in defining a ``qualifying venture capital fund'' under the Investment Company Act of 1940 (``Investment Company Act'' or ``Act''). The proposed rule also would allow the Commission to adjust for inflation this threshold amount by order every five years and specify how those adjustments would be determined.
Steel Concrete Reinforcing Bar From Belarus, China, Indonesia, Latvia, Moldova, Poland, and Ukraine; Notice of Commission Determination To Conduct Full Five-Year Reviews
The Commission hereby gives notice that it will proceed with full reviews pursuant to the Tariff Act of 1930 to determine whether revocation of the antidumping duty orders on steel concrete reinforcing bar from Belarus, China, Indonesia, Latvia, Moldova, Poland, and Ukraine would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. A schedule for the reviews will be established and announced at a later date.
Information Collection Being Submitted for Review and Approval to Office of Management and Budget
As part of its continuing effort to reduce paperwork burdens, as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal Agencies to take this opportunity to comment on the following information collection. Pursuant to the Small Business Paperwork Relief Act of 2002, the FCC seeks specific comment on how it might ``further reduce the information collection burden for small business concerns with fewer than 25 employees.'' The Commission may not conduct or sponsor a collection of information unless it displays a currently valid Office of Management and Budget (OMB) control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid OMB control number.

Privacy Act of 1974; Matching Program
In accordance with the Privacy Act of 1974, as amended (``Privacy Act''), this document announces a new computer matching program the Federal Communications Commission (``FCC'' or ``Commission'' or ``Agency'') and the Universal Service Administrative Company (USAC) will conduct with the Iowa Department of Health and Human Services. The purpose of this matching program is to verify the eligibility of applicants to and subscribers of Lifeline, and the Affordable Connectivity Program (ACP), both of which are administered by USAC under the direction of the FCC. More information about these programs is provided in the SUPPLEMENTARY INFORMATION section below.
Melamine From Germany, India, Japan, Netherlands, Qatar, and Trinidad and Tobago; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-706-709 and 731-TA-1667- 1672 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of melamine from Germany, India, Japan, Netherlands, Qatar, and Trinidad and Tobago, provided for in subheading 2933.61.00 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Governments of Germany, India, Qatar, and Trinidad and Tobago. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by April 1, 2024. The Commission's views must be transmitted to Commerce within five business days thereafter, or by April 8, 2024.

Horseracing Integrity and Safety Authority Registration Rule Modification
As required by the Horseracing Integrity and Safety Act of 2020, the Federal Trade Commission publishes a proposed modification of the Horseracing Integrity and Safety Authority's rules addressing horseracing in the United States. The proposed rule modification would amend the Rule Series 9000 Registration Rules, which establish the registration requirements applicable to all Covered Horses, Covered Persons, and Racetracks. This document contains the Authority's proposed rule modification's text and explanation, and it seeks public comment on whether the Commission should approve the proposed rule modification.

Pursuant to section 189.a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend the licensing, inspection, special project, and annual fees charged to its applicants and licensees. Request for Information on the National Spectrum Research and Development Plan
Pursuant to the Presidential Memorandum on Modernizing United States Spectrum Policy and Establishing a National Spectrum Strategy, November 13, 2023, the Secretary of Commerce, acting through the National Telecommunications and Information Administration (NTIA), released a National Spectrum Strategy (Strategy), November 13, 2023. The word ``spectrum'' in this context refers to the radio frequency portion of the electromagnetic spectrum. Strategic Objective 3.2 of the Strategy directs the U.S. Government, through the White House Office of Science and Technology Policy (OSTP) and in coordination with the Federal agencies, to develop a National Spectrum Research and Development Plan (R&D Plan). On behalf of OSTP, NITRD NCO seeks public input for the creation of the R&D Plan. The R&D Plan will act as an organizing national document, providing guidance for government investments in spectrum-related research and offering valuable insights. The R&D Plan will identify key innovation areas for spectrum research and development and will include a process to refine and enhance these areas on an ongoing basis.
