Amended Columbia River Basin Fish and Wildlife Program

Pursuant to section 4(h) of the Northwest Power Act, the Council has amended its Columbia River Basin Fish and Wildlife Program (program). The final amended program may be found on the Council's Web site at https://www.nwcouncil.org/fw/program. Background: Pursuant to section 4(h) of the Northwest Power Act, in November 2007 the Northwest Power and Conservation Council requested in writing that State and Federal fish and wildlife agencies, Indian tribes, and others submit recommendations for amendments to the Council's Columbia River Basin Fish and Wildlife Program. The Council received over 3000 pages of recommendations and supporting information from 65 entities. The Council then received extensive written public comment on the program amendment recommendations. In September 2008, after reviewing the recommendations, the supporting information, and the comments received on the recommendations, the Council released for public review a draft revised Fish and Wildlife Program. The Council received over 1000 pages of substantial written comments on the draft amendments. All of these documents may be found on the Council's Web site at https:// www.nwcouncil.org/fw/program/2008amend. The Council also took oral testimony at a dozen public hearings around the region. Transcripts of these hearings are in the administrative record along with the written comments. As specified in section 4(h)(5), the Council also held a number of consultations on the recommendations and draft amendments with representatives of State and Federal fish and wildlife agencies, Indian tribes, Federal hydrosystem agencies, and customers of the Bonneville Power Administration. Notes from these consultations are also in the administrative record.

Partner Vetting in USAID Acquisitions

The U.S. Agency for International Development (USAID) is considering implementation of a Partner Vetting System for USAID assistance and acquisition awards. The purpose of the Partner Vetting System is to help ensure that USAID funds and other resources do not inadvertently benefit individuals or entities that are terrorists, supporters of terrorists or affiliated with terrorists, while also minimizing the impact on USAID programs and its implementing partners. In order to apply the Partner Vetting System to USAID acquisitions, USAID is proposing to amend 48 CFR Chapter 7. The agency will not apply the Partner Vetting System to USAID acquisitions until after review of the public comments submitted under this proposed rule and promulgation of a final rule by USAID.

In accordance with the requirements of the Paperwork Reduction Act of 1995 (44 U.S.C. chapter 35), the OCC, the Board, and the FDIC (collectively, the agencies) may not conduct or sponsor, and the respondent is not required to respond to, an information collection unless it displays a currently valid Office of Management and Budget (OMB) control number. The Federal Financial Institutions Examination Council (FFIEC), of which the agencies are members, has approved the agencies' publication for public comment of a proposal to extend, without revision, the Foreign Branch Report of Condition (FFIEC 030 and FFIEC 030S), which is a currently approved information collection for each agency. At the end of the comment period, the comments and recommendations received will be analyzed to determine the extent to which the FFIEC should modify the report. The agencies will then submit the report to OMB for review and approval.
Energy Efficiency and Smart Grid Standards

By a Notice in the Federal Register (73 FR 76736, December 16, 2008), the Tennessee Valley Authority (TVA) initially requested comments on certain standards that TVA is considering adopting for itself and the distributors of TVA power pertaining to certain energy efficiency and Smart Grid standards. The standards being considered are Integrated Resource Planning, Rate Design Modifications to Promote Energy Efficiency Investments, Consideration of Smart Grid Investments, and Smart Grid Information listed in section 111(d) of the Public Utility Regulatory Policies Act of 1978 (Pub. L. 95-617) as amended by the Energy Independence and Security Act of 2007 (Pub. L. 110-140). TVA staff has developed a report that reviews each standard and makes a preliminary recommendation with respect to each standard. TVA has posted the report on the TVA Web site (https://www.tva.com/purpa). The standards will be considered on the basis of their effect on conservation of energy, efficient use of facilities and resources, equity among electric consumers, and the objectives of the Tennessee Valley Authority Act. As part of the process of considering the standards, comments are requested from the public on the TVA staff report. TVA is also extending the comment period on the standards themselves, which are set out below.
