Notice is hereby given that, on April 24, 2017, pursuant to Section 6(a) of the National Cooperative Research and Production Act of 1993, 15 U.S.C. 4301 et seq. (‘‘the Act’’), Pistoia Alliance, Inc. has filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing changes in its membership. The notifications were filed for the purpose of extending the Act’s provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. Specifically, Shire Pharmaceuticals LLC, Lexington, MA; Lhasa Limited, Leeds, UNITED KINGDOM; Intomics A/S, Lyngby, DENMARK; and PRYV SA, Lausanne, SWITZERLAND, have been added as parties to this venture. Also, Chris Barber (individual member), Leeds, UNITED KINGDOM, has withdrawn as a party to this venture. No other changes have been made in either the membership or planned activity of the group research project. Membership in this group research project remains open, and Pistoia Alliance, Inc. intends to file additional written notifications disclosing all changes in membership. On May 28, 2009, Pistoia Alliance, Inc. filed its original notification pursuant to Section 6(a) of the Act. The Department of Justice published a notice in the Federal Register pursuant to Section 6(b) of the Act on July 15, 2009 (74 FR 34364). The last notification was filed with the Department on February 3, 2017. A notice was published in the Federal Register pursuant to Section 6(b) of the Act on March 7, 2017 (82 FR 12847). Notice is hereby given that, on April 26, 2017, pursuant to Section 6(a) of the National Cooperative Research and Production Act of 1993, 15 U.S.C. 4301 et seq. (‘‘iNEMI’’) has filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing changes in its membership. [FR Doc. 2017–10342 Filed 5–19–17; 8:45 am] BILLING CODE P DEPARTMENT OF JUSTICE Drug Enforcement Administration Steven Bernhard, D.O.; Decision and Order On October 3, 2016, the Assistant Administrator, Division of Diversion Control, Drug Enforcement Administration, issued an Order to Show Cause to Steven Bernhard, D.O. (hereinafter, Registrant), of Bayside, New York. The Show Cause Order proposed the revocation of Registrant’s Certificate of Registration on the grounds that: (1) He materially falsified his renewal application, and (2) he lacks authority to handle controlled substances in New York, the State in which he is registered. GX D, at 1 (citing 21 U.S.C. 823(f), 824(a)(1), and 824(a)(3)). As to the Agency’s jurisdiction, the Show Cause Order alleged that Registrant is the holder of DEA Certificate of Registration AB7719860, pursuant to which he is registered as a practitioner in schedules II through V at the registered address of 39–21 Bell Blvd., Bayside, New York. Id. The Order alleged that this registration does not expire until July 31, 2018. Id. As to the substantive grounds for the proceeding, the Show Cause Order alleged that effective on ‘‘February 4, 2013, the New York Department of Health State Board for Professional Misconduct revoked [his] license to practice medicine due to negligence, incompetence, gross negligence, gross incompetence, the failure to maintain records, fraudulent practice, and false reports,’’ and that ‘‘[t]his order remains in effect.’’ Id. The Show Cause Order thus alleged that Registrant is ‘‘without authority to handle controlled substances in the State of New York, the [S]tate in which [he is] registered,’’ and that his registration is therefore subject to revocation. Id. at 1–2 (citing 21 U.S.C. 823(f) & 824(a)(3)). The Show Cause Order also alleged that on June 11, 2015, Registrant submitted a renewal application for his registration on which he made two materially false statements. Id. at 2.     On May 28, 2009, Pistoia Alliance, Inc. filed its original 
notification pursuant to Section 6(a) of the Act. The Department of 
Justice published a notice in the Federal Register pursuant to Section 
6(b) of the Act on July 15, 2009 (74 FR 34364).
    The last notification was filed with the Department on February 3, 
2017. A notice was published in the Federal Register pursuant to 
Section 6(b) of the Act on March 7, 2017 (82 FR 12847).
