SUPPLEMENTARY INFORMATION: This document reopens the public comment period established in the Federal Register document of December 15, 2016. In that document, EPA requested comment on its preliminary determination on whether a revision of the standards for determining the manufacturers and processors which qualify as small manufacturers and processors for purposes of TSCA sections 8(a)(1) and 8(a)(3) was warranted. On December 7, 2016, EPA also submitted a consultation request to the SBA on the adequacy of the current standards and requested a response within 15 business days of receipt (Ref. 1). EPA had intended to add SBA’s response to the docket to give the public an opportunity to review the response to inform their comments on EPA’s preliminary determination. EPA received feedback on the consultation request on behalf of the SBA Administrator on April 5, 2017 (Ref. 2), concluding the consultation with SBA. Consistent with section 8(a)(3)(C), EPA is providing public notice and an opportunity for comment on its preliminary determination after consultation with the Administrator of SBA. EPA is hereby reopening the comment period for 15 days to May 24, 2017.
