Notice and opportunity for
public comment.
ACTION:
Pursuant to Section 251 of the Trade
Act 1974, as amended (19 U.S.C. 2341
et seq.), the Economic Development
Administration (EDA) has received
petitions for certification of eligibility to
apply for Trade Adjustment Assistance
from the firms listed below.
Accordingly, EDA has initiated
investigations to determine whether
increased imports into the United States
of articles like or directly competitive
with those produced by each of these
firms contributed importantly to the
total or partial separation of the firm’s
workers, or threat thereof, and to a
decrease in sales or production of each
petitioning firm.

Republic of China: Final Affirmative
Determinations of Sales at Less Than
Fair Value and Critical Circumstances

SUMMARY: The Department of Commerce
(the Department) determines that
imports of truck and bus tires from the
People’s Republic of China (the PRC) are
being, or are likely to be, sold in the
United States at less than fair value
(LTFV). The period of investigation
(POI) is July 1, 2015, through December
31, 2015. The final dumping margins of
sales at LTFV are listed in the ‘‘Final
Determination’’ section of this notice.
DATES: Effective January 27, 2017.

Background
The Department published the
Preliminary Determinations and the
Amended Preliminary Determination in
the LTFV investigation of truck and bus
tires from the PRC on September 6,
2016, and October 14, 2016,
