The proposed plan includes preliminary design drawings, an implementation schedule, and a provision for revising the plan, as needed, over the license term. Contrary to Article 405, the licensee proposes to not relocate the boat barrier at the Huntington Falls Development and, instead, would maintain the boat barrier in its current location and provide a portage take-out on the northern shoreline of Otter Creek upstream of the bridge on Morgan Horse Farm Road. l.
