The final phase of the investigations was scheduled by the Commission following notification of preliminary determinations by Commerce that imports of PET resin from China, India, and Oman 3 were subsidized within the meaning of section 703(b) of the Act (19 U.S.C. 1671b(b)) and that imports of PET resin from Canada, China, India, and Oman were dumped within the meaning of 733(b) of the Act (19 U.S.C. 1673b(b)). Notice of the scheduling of the final phase of the Commission’s investigations and of a public hearing to be held in connection therewith was given by posting copies of the notice in the Office of the Secretary, U.S. International Trade Commission, Washington, DC, and by publishing the notice in the Federal Register on November 5, 2016 (80 FR 68563). The hearing was held in Washington, DC, on March 1, 2016, and all persons who requested the opportunity were permitted to appear in person or by counsel. The Commission made these determinations pursuant to sections 705(b) and 735(b) of the Tariff Act of 1930 (19 U.S.C. 1671d(b) and 19 U.S.C. 1673d(b)). It completed and filed its determinations in these investigations by April 28, 2016. Using 1974 as a base (1974 = 100), I certify that the United States City Average All Items Consumer Price Index for All Urban Consumers thus increased 380.7 percent from its 1974 annual average of 100 to its 2015 annual average of 480.703.     Pursuant to Section 33105(c) of Title 49, United States Code, and 
the delegation of the Secretary of Transportation's responsibilities 
under that Act to the Administrator of the Federal Highway 
Administration (49 CFR 501.2(a)(9)), the Secretary of Labor has 
certified to the Administrator and published this notice in the Federal 
Register that the United States City Average All Items Consumer Price 
Index for All Urban Consumers (1967 = 100) increased 128.2 percent from 
its 1984 annual average of 311.1 to its 2015 annual average of 709.998.
