Topics to be discussed during the meeting will include strategies to improve the health of racial and ethnic minority populations through the development of health policies and programs that will help eliminate health disparities, as well as other related issues. Public attendance at this meeting is limited to space available. Individuals who plan to attend and need special assistance, such as sign language interpretation or other reasonable accommodations, should notify the designated contact person at least fourteen (14) business days prior to the meeting. Members of the public will have an opportunity to provide comments at the meeting. Public comments will be limited to three minutes per speaker. SUMMARY: HHS gives notice concerning the final effect of the HHS 
decision to designate a class of employees from the Grand Junction 
Facilities site in Grand Junction, Colorado, as an addition to the 
Special Exposure Cohort (SEC) under the Energy Employees Occupational 
Illness Compensation Program Act of 2000.

2015, as provided for under 42 U.S.C. 7384l(14)(C), the Secretary of 
HHS designated the following class of employees as an addition to the 
SEC:

    All employees of the Department of Energy, its predecessor 
agencies, and its contractors and subcontractors who worked at the 
Grand Junction Facilities site in Grand Junction, Colorado, during 
the period from February 1, 1975, through December 31, 1985, for a 
number of work days aggregating at least 250 work days, occurring 
either solely under this employment or in combination with work days 
within the parameters established for one or more other classes of 
employees in the Special Exposure Cohort.

    This designation became effective on June 19, 2015. Therefore, 
beginning on June 19, 2015, members of this class of employees, defined 
as reported in this notice, became members of the SEC.
