    Take notice that on January 12, 2015, pursuant to sections 206 and 
306 of the Federal Power Act, 16 U.S.C. 824(e) and 825(e) and Rule 206 
of the Federal Energy Regulatory Commission's (Commission) Rules of 
Practice and Procedure, 18 CFR 385.206, Otter Tail Power Company 
(Complainant), filed a formal complaint against Midcontinent 
Independent System Operator, Inc. (Respondent), alleging that the 
Respondent's Open Access Transmission, Energy and Operating Reserve 
Markets Tariff is unjust and unreasonable to the extent that the pro 
forma Facilities Construction Agreement contained therein does not
