The opportunities for visitors to engage in compatible wildlife-dependent recreation would expand, depending on staffing. At a minimum, a kiosk would be constructed on an earthen mound along the Refuge entrance road. Volunteer groups would assist Refuge staff with restoration and maintenance activities.
