Further, the exemption supports sequestering enough essential security personnel to provide for shift relief, which is necessary to ensure adequate protection of the plant and personnel safety. Therefore, the exemption will not endanger life or property or the common defense and security. Otherwise in the Public Interest The proposed exemption would increase the availability of the licensee staff. The exemption would allow licensee staff to remain at or return to the site and perform additional duties to ensure the plant is in a safe configuration during the emergency.
