SUPPLEMENTARY INFORMATION: The exploration activities will be performed pursuant to the Mineral Leasing Act of 1920, as amended, 30 U.S.C. 201(b), and to the regulations at 43 CFR part 3410. The purpose of the exploration program is to gain additional geologic knowledge of the coal underlying the exploration area for the purpose of assessing the coal resources. The exploration program is fully described and is being conducted pursuant to an exploration license and plan approved by the BLM. The exploration plan may be modified to accommodate the legitimate exploration needs of persons seeking to participate. The area to be explored includes the following-described lands in Emery County, Utah: Salt Lake Meridian, Utah T. 16 S., R. 6 E., Sec. 22, SE1⁄4SE1⁄4; Sec. 23, S1⁄2S1⁄2; Sec. 24, S1⁄2; Sec. 25, W1⁄2; Sec. 26, all; and Sec. 27, E1⁄2E1⁄2. The lessee has met all the requirements for reinstatement of the lease as set out in Sections 31(d) and (e) of the Mineral Lands Leasing Act of 1920 (30 U.S.C. 188), and the BLM is proposing to reinstate lease WYW163285 effective September 1, 2010, under the original terms and conditions of the lease and the increased rental and royalty rates cited above. ACTION: Notice.

SUMMARY: Under the provisions of the Mineral Leasing Act of 1920, as 
amended, the Bureau of Land Management (BLM) received a petition for 
reinstatement from Energy West Corporation for competitive oil and gas 
lease WYW163285 for land in Sweetwater County, Wyoming. The petition 
was filed on-time and was accompanied by all the rentals due since the 
date the lease terminated under the law.

SUPPLEMENTARY INFORMATION: The lessee has agreed to the amended lease 
terms for rentals and royalties at rates of $10 per acre, or fraction 
thereof, per year and 16\2/3\ percent, respectively. The lessee has 
paid the required $500 administrative fee and $163 to reimburse the 
Department for the cost of this Federal Register notice. The lessee has 
met all the requirements for reinstatement of the lease as set out in 
Sections 31(d) and (e) of the Mineral Lands Leasing Act of 1920 (30 
U.S.C. 188), and the BLM is proposing to reinstate lease WYW163285 
effective September 1, 2010, under the original terms and conditions of 
the lease and the increased rental and royalty rates cited above. The 
BLM has not issued a valid lease to any other interest affecting the 
lands.
