Notice is hereby given of the following determinations: I hereby determine that a certain object being imported from abroad pursuant to an agreement with its foreign owner or custodian for temporary display in the exhibition "Ink and Ivory: Drawings and Photographs Selected with James Ivory" at The Metropolitan Museum of Art, New York, New York, and at possible additional exhibitions or venues yet to be determined, is of cultural significance, and, further, that its temporary exhibition or display within the United States as aforementioned is in the national interest. Pursuant to the authority in the Executive Order, "Blocking Property of Certain Persons with Respect to the Conventional Arms Activities of Iran," and delegated authority, the Under Secretary of State for Arms Control and International Security, in consultation with the Secretary of the Treasury and the Attorney General, has determined that Iran Aircraft Manufacturing Industrial Company, Islamic Republic of Iran Air Force, Rosoboroneksport OAO, 924th State Center for UAV Aviation, Russian Aerospace Forces, and the Command of the Military Transport Aviation engage in activity that materially contributes to the supply, sale, or transfer, directly or indirectly, to or from Iran, or for the use in or benefit of Iran, of arms or related materiel, including spare parts. Additionally, pursuant to the authority in the Executive Order, "Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters," and delegated authority, the Under Secretary of State for Arms Control and International Security, in consultation with the Secretary of the Treasury and the Attorney General, has determined that Amir Radfar and Vahid Soleimani, engaged, or attempted to engage, in activities or transactions that have materially contributed to, or pose a risk of materially contributing to, the proliferation of weapons of mass destruction or their means of delivery (including missiles capable of delivering such weapons), including any efforts to manufacture, acquire, possess, develop, transport, transfer or use such items, by Iran, a country of proliferation concern. The entities and individuals above have been added to the List of Specially Designated Nationals and Blocked Persons (SDN List) maintained by the Department of the Treasury's Office of Foreign Assets Control (OFAC).

By letters dated March 8, 2024, the Governments of Canada and the United States provided a reference to the International Joint Commission (IJC), requesting that the IJC undertake certain actions regarding the impacts of transboundary water pollution in the Elk Kootenai/y Watershed. In accordance with the reference, the IJC will: assist the Governments of the United States, Canada, and the Ktunaxa Nation, along with the States of Montana and Idaho and the Province of British Columbia, to establish a governance body and develop a Terms of Reference by June 30, 2024 and provide continued advice and assistance to that entity for a minimum of two years; and establish a study board within six months to conduct transparent and coordinated transboundary data and knowledge sharing to support a common understanding of pollution within the Elk-Kootenai/y watershed and the impacts of that pollution on people and species, culminating in a final report and recommendations, including recommendations of areas for further study, within two years after the establishment of the study board.

A determination has been made that a number of foreign persons have engaged in activities that warrant the imposition of measures pursuant to the Iran, North Korea, and Syria Nonproliferation Act (INKSNA).

The Department of State announces the meeting of the U.S. State Department's Overseas Security Advisory Council.

In accordance with the Federal Advisory Committee Act, the U.S. Department of State announces that the PEPFAR Scientific Advisory Board (SAB) will hold a hybrid meeting of the full board. The meeting is open to the public virtually and a public comment session will be held during the meeting. Pre-registration is required for providing public comment.

In accordance with the requirements of the Exchange Visitor Program (EVP) regulations, the Assistant Secretary for Educational and Cultural Affairs (ECA), U.S. Department of State, has modified certain regulatory provisions to permit Austrian dual/vocational education students or recent graduates of such programs to participate in internship and training programs in the United States, providing these exchange visitors an opportunity to gain broadening international experience.

The Advisory Committee on Historical Diplomatic Documentation will meet in person in open and closed sessions to discuss matters concerning declassification and transfer of Department of State records to the National Archives and Records Administration and the status of the Foreign Relations series.

The Department of State will host a virtual, open meeting of the Clean Energy Resources Advisory Committee (CERAC). There will not be an in-person option for this meeting.

The Department of State has submitted the information collection described below to the Office of Management and Budget (OMB) for approval. The Department of State published a document in the Federal Register of February 14, 2024, concerning meetings of the United States-Bahrain Subcommittee on Environmental Affairs and Joint Forum on Environmental Cooperation. The meetings have been postponed and are pending new dates to reschedule.

Delegates from the United States and Mexican governments, the states of New Mexico and Texas, and the Mexican states of Chihuahua, Coahuila, Nuevo Laredo, and Tamaulipas will participate in a regional meeting of the U.S.-Mexico Binational Bridges and Border Crossings Group. The purpose of this meeting is to discuss operational matters involving existing and proposed international bridges and border crossings and their related infrastructure and to exchange technical information as well as views on policy. This meeting will include a public session. This session will allow proponents of proposed bridges and border crossings and related projects to make presentations to the delegations and members of the public.

In accordance with the requirements of the Exchange Visitor Program regulations, the Assistant Secretary for Educational and Cultural Affairs (ECA), U.S. Department of State, has waived certain regulatory provisions to establish an exchange of German principals to secondary schools overseen and financed by the government of the Federal Republic of Germany within the United States.
